An employee engagement plan is usually written as a set of intentions and almost never as a set of numbers, which is why it survives one budget cycle. This planner takes your headcount, the teams you want to read separately, the cadence, the question count and the response rate you expect, and returns the round size, the average team reading, the employee minutes it consumes, what that time costs and the action load it generates. It is arithmetic on your own figures and nothing else.

Teams you can report on are the real constraint

The planner divides your expected responses by the number of teams you want to read separately, because that average is the number that decides whether the programme is useful. If it comes out below five or so, you cannot report those teams without identifying people, and you either merge teams for reporting or accept that the survey answers company-level questions only. Finding that out at planning time is worth more than any other output here.

The survey costs paid time, and it is not trivial

Multiply the responses by the questions by the minutes each takes and you have employee time, which at any real headcount is a number with a comma in it. That is not an argument against surveying; it is an argument for asking fewer, better questions and for finishing what you promised, because the cost is incurred whether or not anything happens afterwards. The planner prices it at the hourly cost you enter.

Cadence multiplies everything, including the promises

Moving from annual to quarterly does not just quadruple the responses, it quadruples the action load, and the action load is where engagement programmes die. The planner shows actions in flight a year and the employee time spent per action committed, which is the honest ratio: a company asking four times a year and committing to three actions each time has twelve things it has said it will do.

How many questions should a round have?

Fewer than you want to ask. The planner will show you what each additional question costs across the whole company, and the practical limit is set by the response rate you can hold rather than by what you would like to know.

Annual or quarterly?

Whichever cadence you can act on. A quarterly pulse that produces no visible change is worse than an annual survey that does, because you are asking people to spend time confirming that nothing happens.

What if a team is too small to report?

Merge it with a neighbouring team for reporting and say that you have, or report it only at the company level. What you must not do is publish it anyway, because the promise of confidentiality is the only thing making the answers honest.
